At issue, the Shelby County Commission sets budgets but the Sheriff's Office and Law Enforcement Personnel Board set deputies' pay. So, who has the final word when it comes to enacting those increases? The employees who were granted those raises sued for back pay and won in a lower court. But the County Commission appealed.
