BIRMINGHAM - AL — The Birmingham City Council is expected to vote on a proposed budget for fiscal year 2015.The council restored a 5%merit pay increase Monday night. The majority of the council made room for those raises by cutting funding including overtime from several departments. Council members also used nearly $4 million in the city's savings to balance the budget. They restored nearly $1.8 million to the city's transit system.Monday's regular meeting is set for 9:30 a.m. At City Hall.
