Dept. of Health and Human Services wants overhaul of child care facilities

Aproposal by the Department of Health and Human Services will be releasedThursday that calls for an overhaul of federally funded child carefacilities.{} The proposal will also callfor stricter security standards for employees and better monitoring offacilities by state governments.

Over 1.5million children across the country attend federally funded child care facilities.

Health,safety, and program quality regulations vary widely among the states.

Under theproposed new rules, workers would undergo fingerprinting and background checksand be required to receive training in first aid and CPR. Officials say therules would increase accountability among child care providers and improvetransparency for parents.

Stateswould have to comply with the standards to receive the federal funds.
