Does school board understand who is in charge

Starting at six o'clock Tuesday evening, the Birmingham Board of Education is set to get a lesson - a lesson of who is really in charge.

Dr. Ed Richardson, the state appointed Chief Financial Officer, will lay out a plan for the system that will include some 200 employees being let go. Other will be demoted.

Richardson will recommend as well that the start of school be delayed by three days, to August 23. He also wants to eliminate a rule that allows an individual who is demoted to remain at current salary for an additional year.

If the board fails to approve the plan, Richardson will simply inform the state superintendent of education who will give him permission to override the board.

Tonight's meeting was moved to Carver High School auditorium because of the anticipated crowd.
